Constable Purshottam Sathe’s only dream is to see his son Shiva become a police inspector. Shiva is in love with Vidya and Sathe wants them to marry only after Shiva a becomes a police inspector. Sathe gets transferred to Bombay to Kala Chowk police station the area around it is terrorized by the goon Billa Jilani and nobody testifies against him. Sathe is beaten in public by Billa when he tries to arrest his men. Shiva reaches the spot and a fight ensues between him and Billa injuring Billa badly. The people around start to celebrate as Billa is on death bed and consider Shiva as their new crime boss,  His brother in law and Kali Pandey start to extort money in his name making him angry. Billa swears to revenge on Shiva after he is discharged. Vidya and her father find that Shiva is no more the simple guy they knew. Shiva’s frequent fights with goons creates a rift between Sathe and Shiva and tears their relationship apart.
